Punishment is ineffective
A lot of the positive drug policies around the world are centered around the removal of harsh penalties or prison sentences. These punishments cost huge amounts of tax dollars and are arguably ineffective at addressing the root problems. More progressive countries have realized that the war on drugs has been ineffective for a long time now. By enforcing new lenient laws on drug use, the public budget has more wealth to contribute to mental health care and other services that would stop people from taking dangerous drugs in the first place.
